Electric vehicles that are either partially or fully powered on electric power. There are several different types of electric vehicles available on the market:

• Hybrid Electric Vehicles – operates on both gasoline and electricity, with the electricity generated primarily from the vehicle’s own braking system through regenerative braking
• Plug-in Hybrid Electric Vehicles – operates on both gasoline and electricity, and can generate electricity through regenerative braking, but also provides the additional option of recharging by plugging into an external source of electricity
• Battery Electric Vehicles – relies solely on electricity stored in on-board batteries that are charged by plugging in to an external source of electricity, though some regenerative braking is also possible

There are approximately 20 publicly available charging stations throughout the City. Approximately three-quarters of those chargers are level 2 chargers, while the remaining are level 3 chargers. Out of all the stations, the City owns and operates 3 dual port level 2 charging stations (6 chargers) at City Hall and the Bridge District Parking Lot. Most of the public chargers are concentrated in the denser parts of the city to the north.

With the Plug-In Partnership Program, the City will add/replace 26 dual-port L2 stations, 10 single-port L2 stations, and 12 single-port DCFC stations. For more information, please visit: www.westsacpark.org.

On May 3, 2023, the City Council approved fees and policies for City-owned EV chargers. Effective July 3, 2023, the EV charging fees and policies are as follows:

Currently, charging station time limits depend on the site. City Hall has two stalls with 4-hour charging limits accessible to the public 5PM - 8 AM, weekends, and holidays. The Bridge District parking lot does not have any charging time limits, but parking fees may be required to use the parking lot. 

On May 3, 2023, the City Council adopted EV charging fees and policies. Charging time limits will be posted at each site, and effective July 3, 2023 is generally as follows:

• 3 hours at L2 stations at Lighthouse Charter School
• 4 hours at L2 stations at all other locations
• 30 minutes at DCFC stations

Longstanding concerns around carbon dioxide and other Greenhouse Gas (GHG) emissions has motivated technological development in alternatives to conventional gasoline powered vehicles. This program addresses mobility needs, while also improving air quality and reducing pollution to our ecosystems. EVs benefit both the environment and the economy. By using electricity rather than gasoline, EVs produce less greenhouse gas emissions and reduce our carbon footprint.

 The availability of charging infrastructure gives drivers confidence that they would be able to charge their vehicles while away from home. The uncertainty of being able to complete a trip before needing to charge has been an impediment for EV adoption. This is often referred to as “range anxiety.” Accessibility and convenience of charging equipment is essential and can encourage drivers to adopt EVs.

This effort is consistent with the City’s commitment to California’s near-term GHG reduction goal of 40% reductions below 1990 levels and the Mayors’ Commissions on Climate Change to achieve carbon zero by 2045.

The program is funded by the Sacramento Area Council of Government’s Green Region Grant in the amount of $2,665,000. ChargePoint partnered with the City and will provide a discount on consultant services and equipment to meet the match required for the Green Region Grant.
